Is it coincidence they discontinued the granting tool one day before the remaster announcement?

The fact that the granting tool mentioned in the link you posted is not working anymore is the very reason the OP started this thread...
On topic though, that sucks. but really wouldnt be surprised if there is nothing you can do besides put in a support ticket with Gearbox or maybe Valve.
EDIT: Oh and forgot about praying, lots and lots of praying to the video-game gods.
https://www.patches-scrolls.com/borderlands.php is that site helpful? you mention the securom, but i remember one of the patches they deployed deactivated the securom. not usre which one is it. but that site has patch 1.4.1 to download for cd/dvd versions. I understand this in no way helps with the granting tool issue, but the patch there might atleast let you play the game with your retail copy.
How do I patch the game prior to installing it?
Edit: read it wrong, it says update feb 27th 2019 at the top, so i thought that was the shutdown date. but in the brief message it says march 27th 2019 it went offline. must have been a typo or something.
So they quietly shut it down the day they remind everybody that Borderlands is still a thing? Oh well...
