glitch on sniper rifle scavenge quest in arid hills

supposed to find 4 pieces but the barrel is supposed to spawn in a set location and all that there is a rock

Hmm....You sure it's glitched out? I don't recall any part being on a rock. There's one sorta in a hidden area below the top part of the camp. Make sure you have the other 3 parts (the one on the table, the one in the bathroom, and the one on balcony-esque area in the top part of the camp).

Don't use the waypoint (marker) for the scavenger quests. It doesn't lead you exactly where the objective is, unlike other quests.

If the parts aren't in those locations, then your quest is glitched, somehow.
