Smoke signals
I went and invesitaged the dead bodies in old haven then it said turn in, but the marker on the map is still at the bodies and not helana pierce. Is this a bug?

That's another quest located there called "Bandit Treasure: Three Corpses, Three Keys". You've been most likely progressing through it. Press L and find out what you need to do?

Not a bug. Instaed of going back to Helena, you just open the door next to the bodies and the quest updates into a follow on quest.
