Refectory Rule?

Does anyone know what this rule setting does, if anything? Google has nothing and even the wiki for the game just lists the names of the three rules with no explanation of what any of them does. I guess it's fair to say that free and paid should feel self-explanatory, but then why have "organic" as an option without a tooltip? Is that "paid but expensive?" Does it provide some sort of buff to the students?

Setting the "Organic Meals" policy causes Refectories to gain efficiency bonuses from "nearby" Stables and Greenhouses, with "nearby" meaning that at least one of the two tiles occupied by the Refectory is cardinally adjacent to at least one of the tiles occupied by a Greenhouse/Stable.

There is a tool-tip, though I've noticed that the game sometimes has issues displaying tool-tips when it is supposed to.
