Is there any way to completely control it yourself, rather than having the AI intervene with its automatic expansion? I haven't been able to find anything in the settings myself, nor in the workshop

Sometimes this is just how the AIs are. Ironically they may offer you a more lucrative peace agreement earlier, after losing units and one or two cities to you, than when "the end is near".

LOL at people saying AI is better than humans. Thanks for the laugh guys. I play mostly Diety (occasionally Immmortal) and I enjoy the game, but I've seen several MP games streamed on Twitch by guys
like BabaYetu, Yoruss, FilthyRobot, HellBlazer, etc and it just doesn't compare. You guys would get REKT. As I said, I play against the AI, I just don't have 6-10 hours for a full game in one sitting

Yes the AIs can be stupid. Neutral doesn't seem to be really neutral, they often won't make

I just beat the game on diety today and I can tell you the AI doesn't really improve, it just has an unending horde of units to sacrifice to you on a regular basis. Honestly though if it weren't for
the ability to abuse the stupid mistakes the AI makes I don't know how you could hope to hold them back. It's really hard as it is.

Generally I suggest taking opportunities to go to war when prompted

The city probably had a major warmonger tag on it and that made most of the civs hate you. If it wasn't that, that's just civ V in a nutshell. It has terrible AI.
