why cant i build a opera house!?!?!

i need to build 3 opeara houses to unlock the hermitage and i only have the option to build a opera house in one of my territories and i have 3 territories. this is really frustrating is there a way to fix this?? maybe a mod that fixes this bug????

You need an Amphitheater in you city before you can build the Opera House. Could this be the problem you're having??? Cheers.

Hi... I know, I'm a little late to the party, but I had this issue. then googled it, came here and found this post...

so for anyone who has this problem in the future, you have to have the theatre (amphitheatre)

I built a theater and it still won't let me build an opera house. The only option I have left is a stadium but I don't think that's going to do it either. This is in a city-state. I don't know if that matters but it's a city-state I took over

You need to build in this order: first the Monument, then Amphitheater, finally Opera House.

its monument -> temple -> opera house / i think theater is a separate thing

was looking this up bc i wanted to build a wonder and i couldnt until i made a temple
