So is there really no way to start Civ V with Windows 11?
All I've seen is the same regurgitated mess that's been said about running the game for the past 7 years. I have yet to see anyone directly address and tackle the issues with Windows 11. I have seen some very similar issues from people in Windows 10, so I'm wondering if it was just an update and it would still be an issue in Win10, before I upgraded, as well.

My current issue is that the game just launches to where you select the different directx settings or "touch" setting then hit play... Hitting play looks like it starts to do something but all that happens is the launcher window goes away... a little 2K symbol action on the toolbar like it's doing something and then the launcher windows pops up again where you select the different directx settings and "touch" setting once again. This is an endless loop.

And yes, I've tried all the different suggestions from compatibility mode, admin mode, cleared caches, deleted old folders, uninstalled (then checked to make sure nothing was left in various folders), reinstalled... same thing happens. Did all the cloud check/uncheck clearing too, nada. All my drivers are up to date too and reinstalled old directx support and legacy features enabled too.

Seems like its just something with the launcher tbh.

Anyone else have this issue or found anything at all to fix it? Something I may not have done yet or is it something on the developer's end that needs to be fixed?

people with win 11 playing this game seem to see 6 files failed to verify, try verifying them, if they continue to fail, then you will need to delete steam download cache (which will make you re-add user name and password to steam login), then try the verification again.

also if you havent already, you could try bypassing the adware launcher...

I think I found the problem with Windows 11. So, after troubleshooting all sorts of possible issues... I checked the source of my game and it was on an external drive and not my C:\ default drive. I remember this was an issue for other games, so I changed the directory for the game, through steam settings, to my c: drive... and it worked. So at first I thought it was that...

But turns out, it was actually something else. So launching with various settings I still saw people say running it in admin/change to run as administrator... So I checked mine. With having reinstalled and then moved to C:\ , the files were back to default... so I changed the compatibility to run as admin... BAM! Problem resurfaced again. Reset it back to default... works like a charm.

So if you're having issues in Windows 11, see if unchecking "run as admin" and running it normal helps for you.
