Civ V not work with Windows 8.1?

So my computer updated itself overnight with Windows 8.1 and for some strange reason Steam will not start up my Civ game. Steam starts up Civ and asks what version I would like to play (DirectX9, DX10/11, or the Win 8) and whenever I select any of them it restarts and asks what version I would like to play on again. Now I have de-installed the game and re-installed, tried every single possible version to play, contacted 2K support, and still the game does not work.

So does anyone else have this problem or does anyone know how to possibly fix this problem?

Verify game cache integrity, if that doesn't work, delete the Civ V folder from \My Documents\My Games\ (back up save files first). I play in 8.1 with no issues. Also, don't choose the Win8 Touch Enabled mode if you don't have a touchscreen.
