Screen Vibrating Issue on DirectX 11 Full-Screen
So I recently got a monitor for use with my laptop, and noticed an interesting issue when attempting to play Sid Meier's Civilization V on my computer where before, there were never any issues whatsoever.

I have tried verifying the game cache integrity through Steam, as well as restarting the machine and checking for video card driver updates, to no avail.

Here's the issue. When I open the game, it brings up the launcher menu, prompting me to select which DirectX version I want to run the game with. I select DirectX 10 & 11, as I always have. The issue arises immediately when the game starts. Once the introduction scene starts with the beginning credits and company logo and whatnot (Title Screen), the screen begins to vibrate around. It isn't flickering, I know that much. The screen stays on the whole time, but the entire game window just "vibrates side to side" forever. This is fixed either when I launch in DirectX 10 & 11, but play in windowed mode, when I launch in DirectX 9, or if I lower the resolution. Other than these two bandaid solutions, I have found no way of playing Civ V on my monitor without either reducing the resolution, playing in DirectX 9, or windowed mode. This is odd because the native resolution of the monitor I am using is indeed 1920x1080. I have tried something for verification purposes as well; I have set my laptop to duplicate the display on its screen as well as the connected monitor, and noticed that the monitor I have purchased still does the vibrating issue, but the laptop screen does not, even when they are displaying the same thing. This does not happen with any other applications or games and I am completely sure that I am running DirectX 11 and that my laptops dedicated GPU can handle the settings I have the game set at.

I would like to know if there is a solution to this issue, and if there is, I would like to have assistance getting this issue resolved. Thank you in advance.

Are you using any proper digital cable (DVI, HDMI, DisplayPort) for your monitor? Not the crappy old analog VGA?

Yeah. Using a 3ft, gold-plated, 1080p certified 120Hz ready HDMI cable.

I don't know anything about your issue, but sounds like it's a graphics drivers problem. Your laptop might use switchable graphics, if it's rather new, meaning that the laptop switches between CPU integrated graphics and dedicated, depending on the usage. There might be some problems, and I google a similar issue. In this thread[communities.intel.com] users are reporting problems with Intel HD Graphics 4600 + dedicated NVidia combination, because their laptops are outputting 1080i signal, not 1080p. Civilization V is mentioned in the thread. You can check that thread, those problems seems similar. Sadly, there is no solution to the problem, but it might help you to identify the problem and give it a name. You might also want to check your HDMI output settings regarding that thread, maybe the signal 1080i instead of 1080p.

There is a solution : using DVI cable. It often solves the problem.
HDMI causes a lot of problems and display ins't better with it. Unless you've got a screen with excellent speakers on it that you want to use, i think it is better not to use HDMI.
