Need help with config.ini file.

I'm having issues using the debug panel. When I go to my CIV 5 folder, there is a config.ini file and a short cut config.ini. Is that normal? Could that be why I can't use the debug panel? Pressing ~ does not bring it up in game anymore. I've tried uninstalling the game and reinstalling. I've tried deleing the shortcut, but every time I run the game, the shortcut comes back. Any thoughts?

In documents/ my games/civ 5 there is also an file called User settings There is a DebugMode
make sure it = 1 not 0

It's set to 1. I'm still trying to troubleshoot the issue.
