SETTLERS WON"T SETTLE

I’ve played Civ since the early ‘90s, playing I-VI but have settled in on V since I felt VI lagged. But now I’m experiencing my first problem and hope that one of you can offer a solution.

For the last three games (which I cut short due to this problem), after settling two to four cities, new settlers will not ‘settle’ because the ‘settle’ icon does not appear. The location does not figure into the issue as I move the settler to other locations, to other areas of the land mass and to the same place when I leave it in place. It is not due to the 5-space rule. I have been successful when moving it to another land mass but, in general, this is not an ideal solution; especially in such an early point of the game.

I use several mods, including ‘More Cities’, but I’ve used all of these mods for a long time. I have verified the integrity of the game files (three were missing but were replaced – with no solution to the issue) and I have uninstalled and reinstalled the game.

I think your next step is to disable mods one at a time just to be sure there are no conflicts going on.

You can't build settlers or settle new cities with existing settlers (icon disappears) if your happiness is -10 or below. You need to rise your happiness, which can be done with improving luxury resources at early game. Do you have enough happiness? Maybe your mod is broken and just shows more happiness, but in real you have the normal amount, because starting happiness would run out after.. 2-4 cities.

Who's your Leader? Ghandi (India), for example, and a couple others I don't remember, I think have an enforced limit to how many cities they can found.

Gandhi doesn't I'm pretty sure. I think it's just Venice that has a limit (of one).

Its not problem with mods. Its problem with Settlers and Special Artists/Writers/Musicians. Im experiencing this also lately. Im using 0 mods, never used any. And lately i keep getting problem that at some point in game i just stop being able to settle/create gear works. The icon for that just disappears on all the units and when i produce new writer/artist/musician/settler i cannot see the top icon at all. And yes i had many gear work slots left. I never experienced it in like 1000+ hours of gameplay except for last 2 weeks when it started. Im using the legacy version

Can you use the keybinding to build a city? If not, does this happen in a game with or without mods? If it's happening in the former and not the latter then I'd say either a mod you're subscribed to got updated recently and may have broke something, or you subscribed to a new mod that's either the source of the problem or conflicts with another mod and thereby causes it.

How do you enable them in the first place?
