Had jsut one city
vs 5 random cpu
Had build all(yes all wonders exept sea ones as i was not close to sea and exept brandenburg gate) other then that i build all wonders( about 30) , if you wana build wonders , play as egipt and adopt top left policy for wonder building asap , to really build all wonders you need to focus on 1 city only too:P

i not noticed AI cheats , maybe im just that good?

Incidentally, whenever it happens, its almost always India that does it.
At each difficulty, the AI doesn't get smarter, it just gets more bonuses. The game is designed to assume a human will be at prince level (4). After prince, there is no difference to the human player, other than the barbarian bonus. The AI is different, it plays at chieftain level (2). At every difficulty level, the AI gets an additional bonus to multiply with the chieftain modifiers. So basically, not only does the AI play at beginning level, it gets a huge bonus on top of it.
At prince level or lower, the AI's build costs are 67% of the normal cost. On Emperor, it's 53% meaning they can built twice as fast...that's before the other factors are put in! So the AI will always have an unfair advantage, and once they get established with a couple of cities, they can churn out wonders and buildings...and troops...very, very fast.
