4 SDK (local disk ->program files-> steam-> steamApps->commen->sid civiliation V ->worldBuilder -> x86 or other) will launch at the same time steam

Just wanted to point out that I tried to "sneak" into the program by loading a map that I have already created and accessed through built mod to no avail.
When I start World Builder, it kicks to the "back" layer of my desktop and brings the Steam daily sales to the front. When I try to bring it back to the front, I get the spinning-wheel-cursor- of-frustration and the program says (Not Responding) in the upper bar...is this what happens to everyone else?
Thanks benny, I am running Windows 7 and this solution worked for me. I closed steam as per your instructions, and then opened world builder from the steam\steamapps\common\sid meier's civilization v sdk, as instructed. When you do this and watch from the task manager, it loads up the loading box, steam, and also Civilization5.exe, which then loads world builder.

Just a review of what I did per Benny's very helpful instructions
I Exited steam from task manager (I just ended the steam.exe process)
I then navigated to the following directory (I have windows 7 64bit, this is the file path on my machine):
C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V SDK\WorldBuilder\x89
I then double clicked the WorldBuilder application to launch it
as Benny described, it launched World Builder and Steam. After a few moments World Builder loaded.
The funny thing is I tried something similar yesterday, I ended steam, navigated to the SDK directory, launch the SDK launcher then select World Builder, the same problem would occur however, World Builder would hang. I never thought to skip the launcher and just open the World Builder application. I was so close!
Anyway, Thank you once again!
in my opinion, since the update and the gods and kings. SDK has a problem of compatibility with DirectX 10 & 11 and steam
because after SDK if I want to play, Steam (offers me) ( propos) directX 9 (10 & 11 not supported)
So I quit and then restart steam for have directX 10 & 11
very weird !!!

This worked for me as well. I still reccomend everyone submits a ticket though, because this isn't a permanent solution.
Unfortunately, this has not worked for me yet on WinXP. Funny thing is, on my laptop with Vista, I never had an issue with the WorldBuilder not working, it is working great, even after the latest Steam updates.
I followed Feuxeu77's post (#31), and it works. Kind of a pain having to open it through CMD every time.
