How do I save my own scenario to use in CIV V Gods & Kings?

I like to create my own worlds in CIV V; Gods & Kings, without a lot of tundra and deserts &tc. I have and use the editor, and have made some nice worlds. HOWEVER; I cannot save the scenarios to use. I often like to start a new game from the same starting position. Scenarios allows me to do that, and create my own roads etc, but I cannot save the scenarios to use.

I used the team editor in the World Builder and have assigned the various civilizations as one set of instructions has suggested. "T h e M o d d e r s G u i d e t o C i v i l i z a t i o n V" says:
"Adding the Map to your Mod
Copy the map file into your mod in ModBuddy to add it to your mod."

I have Modbuddy, and have loaded my scenario map over to the mod.

T h e M o d d e r s G u i d e t o C i v i l i z a t i o n says: "If you created custom players in the team editor then you will have a "Load Scenario" option on the setup screen."

I don't.

When I load the scenario map, the set up screen shows that I have 7 players. This is the number of players that I have assigned to the map. This tells me that the set up mechanism can see the civilizations. A standard map normally has eight players.

However, when I load the map, a warrior, and settler are assigned to me in a random location. My city and unit that I placed on my map do not show up. I expect that the other six cities of other civilizations do not show up either.

I have assigned 7 specific civilizations. The set up screen shows 7 random civilizations.
