Can you marry people in Civ V?
There is an acheivement called 'Nigerian Bank Account' it says:
"In Scramble for Africa, marry Sokoto or Bornu." My question is how do you marry people?

Sounds like that is just for that scenario.

Its just a name giving for the following action: buying citystates. There are no people, you marry/buy citystates

As austria, you can buy up city states (you need to be their ally and then give 500). In the scramble for africa scenario, pretty much same mechanic, but all western factions can do it.

I do not think this is like this. I am playing Boer because it is one of the Achievements to marry Sokoto or Bornu. I am pretty sure I have been an ally of both for about 10 turns and not option to buy or marry them exist. Has anyone done this achievement and how they did it?

I don't think so in the Vanilla game, but maybe in one of the expansions?

You have to be an western faction in Scramble for Africa, be allies with that city state and then buy it.

When youre allied with a City-state and then buy it after 10 turns its called "Diplomatic Marriage"

Nah, I got it. I though the Achievement said that I had to be Boer. Then I realized that Boer was an African Civ not an European Civ. I got it.

Boer an African civ - that sounds strange IMO.

The Boers were treated by the English like Africans. But their background was Dutch. During the Boer war the Dutch empire had fallen into decay and could not risk a war with the English empire. The Boers expected European support but this never happend. The English exterminated them. 50 Years later the Germans took example in the English camps, because these had proven to be very effective.

They are still not Africans IMO, since, as you say, they had Dutch roots.

I married off Martin Van Buren to Suharto and gained a diplomacy bonus with Canada

Doesn't matter if they're African or not, they're not considered a European faction in that scenario.
