As austria, you can buy up city states (you need to be their ally and then give 500). In the scramble for africa scenario, pretty much same mechanic, but all western factions can do it.
The Boers were treated by the English like Africans. But their background was Dutch. During the Boer war the Dutch empire had fallen into decay and could not risk a war with the English empire. The Boers expected European support but this never happend. The English exterminated them. 50 Years later the Germans took example in the English camps, because these had proven to be very effective.
They are still not Africans IMO, since, as you say, they had Dutch roots.
