Was this intended? (great person gift)
Been playing quite a bit past week or two and have noticed a couple of times a city state has gifted me a 'merchant of venice' (rather than the standard great merchant type), that is able to buy city states outright (despite the fact i am playing in one game as Brazil). I'm not sure whether this is a "bug" or intentional, and if it is the former where to officially report it
Any advice/opinion?

I'm fairly sure it's intended, you can get Khans too.
i'm not familiar as much w BNW tho i have tried demo, but i know in G&K, with the right policy in patronage, your city state allies can gift you GP... maybe there no limit on to what GP you can get...
Either way, Embrace it! As Brazil, you wont get a unit like that on your own, so use it to its abilities, and enjoy! :)

I know militaristic city states can gift you unique units so im pretty sure its intended

Speaking of gifts concerning CS... thought I'd share a few of my screenshots from a past game, I was playing as Japan...

Here, a CS actually given me the most powerful unit in game, I was shocked!

Here, I noticed a CS had a wonder, after I liberated him from Mongollia. I couldn't figure out how, til I realised Mongol had the city for quite some time.

I've had Khans even in vanilla Civ5. In BNW I got great Prophets. It appears city states can give just any great person.

"Adopting all policies in the Patronage tree will cause allied City-States to occasionally gift you Great People."

Other than that I'm not sure.
