I'd still like to know if there's a way to play it in fullscreen mode without flicker...
Identical problem here, switching back and forth from windowed mode doesn't solve it. Does the rest of the game run slow for anyone else now too? Even in windowed mode, performance is notably worse.
For me the problem started when I launched civ after a system reboot. The graphics settings suddenly had the game set to 1440x1080 instead of the usual 1920x1080.
Any ideas about how to solve this?

Nevertheless it would be very kind, if the devs fix that problem.
If your graphical options allow, set a custom resolution and select for Timingstandard "cvt-rb"
Overwrite the profile if it says it already exists.
Intel graphics has this option, don't know about the others
Running Civilization 5 on Windows 10 Screen Flicker
Machine: i-4690K overclocked
GTX 970 (SLI)

Enter NVIDIA Control and 3D settings for Civ 5, and set SLI to Single GPU.
Verify all local game cache
Go to the Civ 5 folder in your Steam Common folder and set the Win8 Version to Compatibility Mode: Run for Windows 8.
Boot through startup client and pick 'Windows 8 Version'.
Video Options: 3440x1440
AA: 2x
Fullscreen: OFF
VSync: OFF
High Detail View: OFF
Teesselation, Shadow, Water: LOW
I was also having frequent crashes when the Danes contacted me, so I set my Leader Scene Quality to Minimum and it stopped crashing on me entirely.
