Connecting Capitals to City-States across sea?

So on my particular map, the Vatican wants to connect to my capital, Washington. I know I'm supposed to have a harbor which I do. But there's nothing that says both areas are connected after I build it. What am I missing?

city states can only be connected via roads so it either must be directly connected or connected to a city nearby then have a harbor in that city.

so their city state already has to have a harbor? then why the hell do they want me to connect with them -_- lol

The city state's harbor cannot connect to your capital. and is you can can you grap a screen shot of the game so I can better explain the way to cannect to your capital?

Whats the tile limit on capital to another one of your cities harbours? Or is there one? As i have a similiar issue where on PTWE map i cant connect my capital to a city in north america and both have harbours?

Afaik there is no maximum lenght for harbour-based city connections. However, there must be a valid connection route. That means, you have to have scouted a water route between the cities, that is not interrupted by cities of civs that you don't have open borders with and it must be connected via water tiles, as long as you don't have the ability to enter ocean tiles.

ahh maybe its because i have clouds over the ocean inbetween us that it doesnt connect?

Yes, as I said, you must have scouted a valid route. As long as there are still clouds that cover the route (even if it's only a single row that's not been scouted), the harbours won't work.
