Towards the endgame when you want that diplomatic victory, (through the world congress), save up your piety to buy lots of great specialists to complete lots of city quests all at once just before the votes are locked in for that summit.
The trade with city-states increases influence ability is super-strong for this tactic.
Pledge to protect and get the resting point at 20 thingy early, to befriend all CS and just buy them as ally later. Get the science bonus too, as it a large boost with a lot of CS. Just make sure to maximize your income :P Also do quests if possible. That can you secure a few allies without paying anything early on.
And yeah for income, Venice works pretty well. Or just wage war a little and puppet cities and build trading posts everywhere (plus militaristic CS help a lot, if you keep ur units alive, you don't even have to build any and just use the ones from the CS - so you can focus on wonders and buildings with your cities).
Siam is pretty boss because of the bonus, it results in having an OP capital with ♥♥♥♥♥♥♥♥ of food as well as massive amounts of culture and faith once you allied a bunch of CS. Especially on a full CS game (52 CS).
Oh, and avoid the Greek as AI enemy. They tend to steal your CS all the time. Some other AIs also do this, but are far less annoying. (If you play random, kill greeks ASAP )
I know this is like 3 years late cause I just started playing but if you still want a culture victory go for Oda Nobunaga on an archipelago huge map and settle near every sea improvement tile (fishing spots, whales) and atolls you can find. and focus mainly on culture policies and buildings. Stay on good terms with all civ and dont p*ss them off, trade with them often even if it benefits them more then you. I manage to get 1000k culture in 60 turns or so. Also if you play in brave new world, try to get tourism up as much as you can. Avoid the ideology that gives +250 to all civs for a limited time, as this will work against you even if your tourism is higher then theirs. Once your tourism gets to 150+ all you gotta do is wait. Culture victory is very easy but also the longest of victory.
