Generally on the multiplayer my mates and I get by ok, as long as we have quick combat /move ticked on and wipe out any AI players fairly quickly haha
1. Sometimes if it isn't doing anything it is getting ready to go to the loading screen, if this is the case its fine, it will load through and run fairly smoothly afterwards for a while.
2. turn combat and movement to quick mode (in the options) this can help speed the flow of the game up, for example if a human or AI moves 10 planes it doesnt take very long (plus it seems to help with slowing down)
3. Based on my experience with single player, I would say leave the game for 15 minutes, (keep it open though or it won't process anything) just chat away with skype, TS, vent, whatever you use, if then it still hasnt reacted then maybe start a new game and have fewer AI involved, maybe change the host player.
4. Makes sure that you click the waiting for player bar to see if it hasnt just glitched, sometimes a command can get stuck underneath it which stops you from progessing, look over your units, just check if any need to sleep
I know its all a pain, but if you can get through that one turn you should be ok!!
