Can you buy cities from civs?
What would an adequate trade look like? What are the factors for civs to consider selling their cities?

It's very rare and mainly is used as a last resort like you're just about to capture their capital and have refused all their offers for peace before so they give you a ton of golds and incentives along with one of their cities.

Unless you are about to storm their capital and they have very little left, they will usually never agree to selling a city.

just beat them up and take them the old fashioned way!!

but no you can't "buy" a city. The best you can do is really trounce someone through war, then during the treaty process demand they give you one...they usually never do, so I just take them by force.

I've found that once you put a propper beat-down on another Civ, if you press "What would make this deal work?" When they suggest peace terms, it will add one of their cities to the list of things they are offering you. I've done this about a dozen times, not sure if its a bug or what. Generally speaking though, they don't usually want to sell their cities and if they do its for an absurd trade.

Not normally from an NPC. But when I play with friends, I usually take their land with a settler (After I have an army to back it up) and get them to buy said city off of me.

When you liberate a conquered civ you can sell its old cities to it. You got to "propose" but you can pretty much ask about anything they have.

While rare it can be done. They'll usually want something exorbitant, like 20-30K gold.

On general principle, they'll always refuse to sell their cities. But if you beat them up badly, they might offer them wholesale to get you to stop beating them up.

Sometimes they'll allow you to buy them if they've recently annexed them. Usually for God aweful amounts of resources and/or coin.

And has anyone ever bought a city without basically defeating the civ? Apparently war is the only way of doing things.
