Here is your problem. I would rather get an opinion from my dog than from anyone at Best Buy Geek Squad. Those clowns have no idea what they're talking about. They usually recommend whatever will make them the most money and sales.
Start the game on Steam like normally, but on the option menu, instead of launching the game when it asks you to select either DirectX 10 or 9, right click on the option menu and select "Create shortcut for DirectX 11".
From your Windows Desktop, find the shortcut that you made and launch the game from there. It should hopefully initiate a DX11 setup instead of DX9.
If Civilization V doesn't launch after installation, make sure the following programs are installed:
Instructions Secondary Installers
1.Exit Steam
2.Go to C:\Program Files (x86)\Steam\Steamapps\common\sid meier's civilization v\
3.Run C:\Program Files (x86)\Steam\steamapps\Common\sid meier's civilization v\VCRedist\vcredist_x86.exe
4.Run C:\Program Files (x86)\Steam\steamapps\Common\sid meier's civilization v\DirectX\DXSetup.exe
5.Reboot your computer.
6.If you are still having problems, and using Windows Vista or 7, run C:\Program Files (x86)\Steam\steamapps\Common\sid meier's civilization v\DirectX\D3D11Install.exe
7.Reboot again.

Game crashes immediately after Direct X Select Screen. Returning this error:

My problem was this: "Fault Module Name: d3d11.dll" So I searched with that and I first found this:

Surprise surprise, it was the ASUS GamerOSD that was causing my problems. I didn't uninstall it, I just pressed exit and CIV 5 worked with DX11! ♥♥♥♥♥♥♥♥♥♥♥ how can a game not work with a recording software loaded (I've never actually used it, it just loads when Win7 loads)??
*PHEW* Now I have another problem that came with some of the new leaders. Their animation is just a gray screen (at least Pocatello and Enrico Dandolu, maybe Hiawatha as well if I remember correctly), but I'll get to those tomorrow. :)
