Sounds not familiar to me. Can you share us something about your pc configuration?
Is it a clean install? Did you get the game working in the past?

Yeah clean install. Never had it work. Tried compatibility and forcing fullscreen = 0

How long have you waited the the black screen? Could be loading slowly. Give it 2 minutes any more and it's proably not that, just to be sure. Try both DX11 and the other mode..

Check the INI file in the user/mydocuments/mygames/Civ for the diplay mode you're running and try making sure UseGPUDecompress is to set to 0.

Found on the wikipage:

Enabling anti-aliasing on DirectX 11 mode may cause the game to turn black. It is recommended that you enabled anti-aliasing through your graphics software, and not the game. If antialiasing is enabled and this issue is present (causing the screen to be black), you can edit GraphicsSettingsDX11.ini to fix this.

I had this problem for a long time until I found a solution yesterday. (DX9 works but DX10/11 not) I had tried many other things before this. Like reinstalling DX or Civ and so on. (got it to work sometimes for once then needed to do everything again. But since yesterday I noticed same problem with other dx10/11 games (tomb raider, batman...) I started searching their forums.
Solution that worked for me:
Turn off Fraps completely.

Found this on another thread in here and it works. Go to This PC > documents and then move game file to desktop. It opened fine.

Update: Just lowered the screen resolution until everything worked, I left everything else on high detail and it works well now.
