Am I missing something... Cant make settlers

i am playing and I am up to turn 70 and I still dont see the option for my home city to make a settler... Is there something special i have to do to make settlers appear on the production screen?

did you play one city challenge?


then you cant make them, mayb you turned it on accidentally.

Either one city challenge is on, your capitol has less then 2 population or I have no other ideas.

if happines is worse than minus 10, you can't build settlers

or (very unlikely) you're playing a scenario where you cant found new cities. but probably OCC (one city challenge) is on

Venice also cannot build settlers. Could be that.

I find this happens to me when I mess around with multiplayer or hotseat games. For some reason I lose most of my options and am automatically put on "one city challenge" while the computer can still make settlers.

To fix this, create a game, go to advanced game options, click on "reset options". The 1-City options should now be visible. turn it off.
