or similar things. To answer the question, go to your steam library, click on all games, then click on tools in the menu. It should be in Sid Mier's Civilization V SDK, which includes ModBuddy, World Builder, and two other tools to assist you with mods.
Not to offend you or anything, but if you know how to use Google, Bing, or Yahoo, then you can search it and results with pop up with where to get World Builder and what it is. Not real helpful to post it in something that has a completely different issue.
So, if anyone has any advice or answers to getting World Builder to go beyond loading screen please help.

It worked on my system after I went to the Civ 5 SDK folder in steam apps, then to the World Builder folder and to the World Builder application. I set the compatability mode to Windows 7 for the application. You do this by right clicking, selecting properties, and then compatability.
I then ran the program with a shortcut I made on my desktop. To create a manual shortcut, right click, then select create shortcut. To be safe I would do this, as I am not sure yet whether this works with Steam's shortcut.
The issue, I believe, was with Windows 8. If you are using Windows 7, then it may be another issue completely. However if you are using an OS older than 7 (XP, Vista) I would suspect it might not work.

Thanks for posting! I tried this and it still wouldn't work! I am going to try restarting the computer and using the Steam shortcut and get back to you. :)
