Worker Bug in Civ 5
I recently started playing Civ 5 again, and have encountered an issue I've never had before (granted, I have not played Civ 5 in several months). After annexing a few cities from another civilization, I found that my workers were not improving tiles. For instance, if there is a source of iron, I will tell them to construct a mine. I will see the visuals for the mine, but no actual mine is there once they stop working since a) when I hover over the tile it does not say "mine," and b) my iron resources have not gone up. This has been happening with roads, plantations, and quarries too. Workers just stop working and the improvement isn't built. It seems if I ask them to do the same task 15 times, it might get done. What is the issue? There are NO ENEMIES near my workers and I am not at war with anyone (even city-states).

I'm having the same problem. It seems that once they get switched into the I'm Scared To Work mode, they never get switched back when the fighting is over.

Station a military unit in guard mode on top of the tile containing the scared worker.

ya but that costs, specially if you can reduce the cost of them being in the city. It's a miserable bug. The work order keeps getting cancelled as if enemies are around but nothing exists nearby, I know this cause it happens in the middle of my country, which gets massive. So it's an annoying bug, I've lost faith in an update since none have appeared in forever. It actually take LONGER than projected estimates cause you have to keep reactivating them. I found that it's the TILE they are on, not the worker itself, since I executed all of the ones who did it and replaced them with "freshies" and I get the same problem. Ya parking a military unit works, but this is stupid, its not a true fix

Well an update went out just a few days ago.
Have not been playing Civ 5 in a while, just got too boring, so I don't know if it got fixed or not.

So what I noticed was that it will fix itself if you go to war with someone new. It seems to only update the "safe" zones when you go start a new war. They really should fix this

@OP I think you're dealing with the bug that once an enemy gets near your workers and "scares" them, the range become much higher than intended, which is why you're having to give orders every turn. I don't know that there is any real fix for it, some work arounds have been mentioned though.

This was addressed in patch 1.03.18, released July 2 2013:

Awesome! Only approx 1/2 a year to fix that bug. Great job 2k. Wonder how many people were like me and just gave up on the game as a result of that and a few other stupid and annoying bugs.

Except, that this is not fixed, at least not for me. Happens all the time, workers just wont keep working.

The version is 1.03.18, according to title screen, with the gold edition (but the game was started in Vanilla before I upgraded).

*shrug*

Try a new game.

Sometimes game bugs are persisted through the save as a result of flags/data that are peristed in the save file.

It's not fixed for me, and I have version 1.0.3.18, and the save game was only started today. Most annoying.

Seriously, this bug has been around for a long time now and it's annoying as hell, when are Firaxis going to get their proverbial ♥♥♥♥ together and fix it?

When Pigs fly, when Obama brings change and when the Fat Lady sings (and doesn't make everybody cringe).

They got your money, they are so over you. This appears to be their stance :)

I've found the only way to fix this is to cover them with a soldier. If that doesn't work, esp with captured workers, disband them and make another.

I just tried this, and it works, surprisingly. It's a minor annoyance to do it, but find a city-state not allied with anyone and go to war, then immediately make peace with them. That seemed to fix it.
