Annexing a city-state?
I've brought a city down to 0 hp why cant I annex it? :(

What do you mean "annex it"? Move a military unit into the city and conquer it the same way you would conquer any enemy city. Only one faction can annex city-states and that requires them to be allies, not enemies.

Well I had the same problem but then it just turned out i needed a melee attacker, like marines, landship, spearman, warrior, etc. To attack and then actually MOVE into the city. Hopefully this helps.

I did the same thing, what Danny said should fix it for ya. I wasted about 5 turns doing that haha.

If you don't have Gods and Kings, it is true that only ground units can capture cities. Gods and Kings users can use ships.

Even then, the actual rule is 'melee units'.
