The fix is going into your graphicsettingdirectx11.ini scroll down to [UserSettings] and change your
WindowResX =
WindowResY =
to the resolution you want. It'll be in Windows mode, but you'll get full screen. I bought a new TV to use as my moniter and it fixed itself. I can now play in full screen mode and choose my graphic settings. I was able to get full screen mode in Directx 9 and change my graphic settings then reload in Directx 11. I don't know what causes this problem. I've had other people message me about it, but no one knows why some monitors allow it and some don't. Hope this is helpful.
thats not really a fix its a work around. Is there a fix as i am having this problem also?

Your monitor may not support the resolution, or the one below. The Windows native text size increased.
1) choose windowed mode (my documents/my games/civ 5/GraghicSettingsDX11 -> fullscreen mode write 0 not 1)
2)launch in windowed mode
3) settings -> video -> fullscreen and then choose recommended settings
I dont know why but after changing monitor cabel civ 5 changed hz rate to 170 instead of 60. Hope i will help u not to waste days trying to solve this problem:))
I then changed my desktop resolution from 1920x1080 to 1024x768
This allowed the game to finally give me options in the drop down menu. I choose 1920x1080 60Hz
I then chose Fullscreen
Boom. Worked.
