Possible solution for game to run on Windows 11, version 24H2
This is a solution that might help for everyone, who like me having last update for Windows 11 and none of the solutions presented by the others didn't worked (including the solution from 2K support site). Again, this might help, but I think not for all setups.

0) Remove the game, then install again (you don't need to check integrity or clear cache/register, you just need fresh install). In the CivilizationV_DX11.exe, set compatibility with Windows 7 and "Run as administrator".
1) In Windows Search, write "Windows Security".
2) Press "Virus & Thread Protection" (big button).
3) Go to "Virus & Thread Protection" and press "manage".
4) Disable "Real time protection" and "Cloud protection" (this is only temporary, to run the Civ executable for the first time).
5) Run Civ from steam, choose "DirectX11" version.
6) Wait for it (I waited longer, than usual).
7) If it will run, you will now see all the video options can be set to High and will not require game restart.
8) Exit game, return to Windows Secuirty, and turn on all the options from paragraphs 2 to 4.

After installing the game, I also added it's path (for me it's default, "C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V" to exclusion of the Windows Defender, you need to go to Virus and Threat protections -> Exclusions and add the exact Civ 5 folder after you install it). But I'm not sure it's required.

For me it helped, and I seriously think the problem for my setup was is in the combination of latest update and Windows Defender.

Sounds like an extreme measure. Unselecting DLCs, run game then re-select DLCs work for me.

No, it worked on another PC with the last version of windows 11 and the same actions was taken. Which show that the problem with such setup as mine is in windows defender politics. So don't spam unrelated messages.

I appreciate your efforts, but it's not working for me. I have never been able to get Civ5 working under Windows 11 except with DX9 so I did the same properties changes for that file (CivilizationV.exe). I use an external virus protection instead of Windows Defender, but turned off Real-Time scanning and even added the Launcher.exe and the two CivilizationV exes as excluded files. But it is still a no go. Windows updates have killed this game for me in the past; I just don't remember what I did to fix it before. Hope this works for others.

Did you tried to go for Virus & Threat protection -> Virus & Threat Protection settings (youcan get there by pressin the "Manage" button) and turning off Controlled Folder access?

Changed the language from English to Russian, letting steam update, then back to Eng worked for me. Your mileage may vary.

I did everything until step 5, but then the game just says "launching" for a few minutes, not allowing me to choose DirectX11, until it eventually just stops.

Is there any chance that Steam will do the decent thing and help out? I have tried multiple fixes and re-installs and none have worked.

Hi all, I manage to start the game on Win11:
I start it by using the .exe CivilizationV_DX11 in game folder with right click -> run as administrator

What worked for me:

1.) New installation
2.) disabled all dlc in steam launcher
3.) game started then the first time after maaany tries..
4.) close game and enable dlc in steam launcher

Didn't help (
Tried everything on the internet but only the DLC trick worked for me. Make sure the game updates after unchecking the DLC and again when enabling it
