Posting here just to say I've got a similar problem. Used the world editor once today without any issues, and now I can't boot it without being prompted to send an error report that goes nowhere. Trying to reboot it afterwards gives me the same error to what steves saying, along with Steam saying I'm currently playing Civ V.

Try reverifying the game cache sounds like its an issue with the installed data

I've got the same problem. The error reads (translated): "A ReadProcessMemory or WriteProcessMemory task has just partially been executed".Also, when opening the Task Manager, a CivV.exe*32 file is running, while I've not started CiV.

I had this happen too. The reason for this - for me at least - was that when the World Builder crashed, the Civ V exe file was still running.
I found this out when I gave my PC "The Three Finger Salute" Ctrl-Alt-Del
Doing this will bring up the Windows Task Manager and under the Processes Tab you should see it as a running prog.
You'll need to close that and then you'll be able to run the game with no problem.
Right click on it in the Task Manager and "End Task".
This is because the Civ V exe file also runs the Civ V SDK. [/i]
There should be no need to reboot your PC or verify your game cache - although this won't hurt if you do so.

If it happens again give this a go, it worked fine for me.
