try going in processes and killing everything that isnt important,if your playing single player and you really want to get the speed up cut your e net then turn off your anti virus.be sure to turn it on when you stop playing.bit defender goes into a game mode automatically as an example.if your on a tower though, bite the bullet and put a few hundred in a new GPU and itl run max.

What are your PC specs? Try running directx 9 if you aren't already. Play smaller maps with fewer opponents. Difficult to say without knowing your PC specs, has the game always run slow?

Is that a laptop? 1.8 dual core is minimum specs and I am not familar with that card, but seems you need to upgrade some to run Civ 5 better.

Buy a $50-100 processor with good reivews and speed. Trust me, it's worth the upgrade for many reasons. Gameplay being one, convienence being the other.
Edit: Ninja'd. Turns out you gotta netbook...

It is possible, however, to upgrade a netbook's processor. It's very difficult, so I cannot recommend doing that unless you know what you are doing.

You'll have to play in strategic mode. Just press F10 while in game.

This game just isn't meant to run on those stats. You can try closing everything, updating your drivers, and changing your power settings, but it won't do much likely.
