Report a translation problem
Ctrl+F debug and then scroll down to the "Tracking Achievements". It'll tell you how to turn on the achievement debug file. When you turn it on, load Civ V and then close it. Then open the Achievement.debug file and scroll down until you see BRITISHNAVY and the counter. It'll tell you how many ships you've sunk as the British.
Will it also count, if I sink ships as England in one of the scenarios (New World, Scramble for Africa and so on), or it is only in regular games?
In the Smoky skies scenario I know that one of the Civs take the place of England so if the scenario counts it than you could get the acheivment playing as it.

So yes, the scenarios also counts - the New World scenario do in any case.
best way is to just load up an archipelago map on Info Era start on Deity, turn off every vics and just blast everything that comes your way
