can you gift units to other civilisations(not city states)?
how do you do that? do you need open borders researched first?

Yes, eddy is correct, with open borders and on their land; you will then have the option to gift the unit.

I confirm this. once civil service is researched, and open borders treaties can be signed, units in other player teritory can be gifted.
