Report a translation problem
In General there are 3 options to win:
1.) Space Victory. You have to build the Apollo Space Program and then add all Spaceship Parts to your launchpad in your capital.
2.) Domination Victory. Destroy all of your enemies.
3.) Cultural Victory. In the original game you have explore enough policy tracks and then build Utopia.
But yes, you should have a domination victory by now.
I say just quit the game and start a new one. There is no achievement tied to it, so just feel free to play the game with another leader and on a new difficulty.
