Same thing with social policies, particularly the Tradition Tree,
Some Wonders provide food such as the Hanging Gardens and Temple of Artemis.
The Civil Service and Fertilizer techs will give you food.
It is generally not a great idea to wander around for any significant amount of time before settling as every turn wasted puts you a little further behind. Unless there's NO food on the surrounding tiles (ie surrounded by hills) then its best to just settle and try to snipe another good location full of food for second city. You can always just ship food to your capital if you need to.
Maybe take a couple turns to look, and if the RNG is unkind just quit out and start over. Always move the warrior first, of course, just in case you're slightly off the sweet spot.
