Do Trade Embargoes Not Actually Work?
Why do I ask? Well, because as leader of the World Congress, I proposed a trade embargo against Assyria. (They had it coming to them, and I mean big-time. They had attacked two city-states with whom I was allied, and had gone on a rampage on our shared continent... and showed no remorse.) The rest of the world voted, and the proposal was passed. No trade with Assyria. It's quite a few turns later, now, but the proposal has never been repealed and is still in force. So.... why am I seeing Assyrian trading vessels, pulling into *my* ports, and those of my allied city-state partners?

Maybe you are confusing their color code with someone elses. They could also just use internal trade routes that happen to go through your canal cities(Pretty unlikely though). Also, embargoed civs can still trade with city states.

Good thought, but I don't think that's it. When hovering my cursor over the cargo ship, it definitely says 'Assyria.' The ships were seen pulling in and out of ports in my own city, and in and out of the port of a city-state with whom I was allied. I thought though that the embargo also meant that city-states could no longer do business with the civ in question, either; guess that's not correct?

possibly existing trade routes continue until they finish and they can't start new ones?

Embargo City States is a separate embargo

Maybe puppets dont agree with the embargo, just like city states? Or wasn't that city a Puppet?

Yep, Embargoing a Civ doesn't prevent them from trading with City-States. You need to pass the Embargo City-States resolution.
Check the trade route overview. Somewhere it shows you incoming trade routes from other civs, you can check if they are indeed sending you ships from there.

Nope, there were no puppet cities involved. I saw Assyrian trade ships pulling into and out of a city that I myself created. Here's an interesting thought, though: it was a city that I created *after* the trade embargo was approved by the World Congress. That *shouldn't* matter, I don't think, but maybe the game mechanics couldn't figure that out? In terms of the city-state, there's a separate resolution for embargoing them (i.e., in order to make city-states the *target* of an embargo). But if the WC approves a resolution to embargo a particular civ, doesn't that prohibit *anyone* (including city-states) from trading with that particular civ, as long as the embargo is in effect? RandomRef, good idea; it'd help to check the trade overview. I've since finished that game, but maybe I can go back for one... more... turn.... (or go back to an earlier save). :)

Seeing trade ships going to and from a city doesn't necessarily mean a trade route is actually ongoing. It could mean that the trade ship is just passing through your city because it's part of its route.

Embargo: No Trade Routes can be established between the chosen Civilization and any other Civilization. Any such Trade Routes are ended and must be reassigned.

This means that the Embargoed Civ can still trade with City-States.

This makes some sense. I also wondered whether it might just be a 'phantom trade ship' - a residual image from a past route. :)
