Yes! The loading screens can be found in the *UITextures.fpk files, located in (steam's directory)\SteamApps\common\Sid Meier's Civilization V\Resource\(common or DX9 subdirectories), and are usually named "loading_*.dds". You'll need a program capable of unpacking the .fpk files, and one capable of reading or converting the .dds image files inside the .fpk (most graphical manipulation programs can do this). Luckily, the Civ V emblem is just an overlay, thus keeping the load screen images nice and clean.
This also extends to the World Wonder images, victory splashes, and most other bits of civ-specific artwork, so you can get those in clean versions as well.
