Denouncing system
When another Civ denounces me for my turrible sins, does anything happen effectively or is it just AI roleplay? Do I lose some influence with allied city-states or something?

Just AI roleplay. You lose relations with the Civ (and his friends) that denounced you. Denouncement is often a sign that the Civ might go to war with you in the near future.

It sets other AIs against you, especially those who are friends with that AI.

Denouncements will kick out your embassies, for what that's worth. Mostly, it's just for stacking the diplomacy system to gain/lose relationship bonuses. They can be useful tools to direct the AI civs toward another civ you want to gang up on, either by poisoning relations so they don't gang up on you, or just making it cheaper to bribe them into wars against the target. They can be hilarious at times- my personal best on a 22 AI civ map is 53 AI denouncements in a single turn, and not one of them was denouncing me. The nonstop warfare was so effective in that game that by the time I was ready to go out and kick some A in the I, their capitals had at best four buildings, in the middle ages, on Emperor.

In case that's relevant to the mechanics, I don't have Gods and Kings nor Brave New World.

But are these AIs just other Civs or city-states as well?

AIs in this case primarily are Civs not city-states they are their own body

what i think happens when a civ denounces you is that your status with other civs changes depending on how other civs feel about both you and that civ. if , for example france denounces me and china is at war with france and has been having all kinds of trouble with the little corporal then china will likely come up and tell me how much they hate the french too. as the romans said, the enemy of my enemy is my friend. if the denouncing civ tends to be overagressive and unpopular a good move is to denounce them right back and double the good vibes from their enemies.

A friend to everybody is a friend to nobody. Let the denouncements begin. I denounce other civs a lot. if I maintain a good militray presence, other civs are less likely to provoke me once I have shown I am serious enough about denouncements that I will declare war. Not that they won't provoke me. They are always willing to test our resolve but I have avoided wars due to this process about as often as I have caused a war. The difference being, more times than not it is on my time and terms.
