Achievements don't unlock?
First off, let me just say I don't know what all of the differences are between the different lock icons for the Steam achieves - basic lock, heavy lock, silver, gold... are these related to DLC? Difficulty level? Something else?

I have *most* of the DLC, and play without mods, but I'm not seeing why my Cutural Victory achieves (gold lock Steam achieves) fail to unlock when I get the requisite circumstance. Some of this may be due to size of map or difficulty level; any input is welcome.

I'm playing Settler level atm, have the full Order tree unlocked (all 5) and have attempted to get all of 'Workers of the World', 'Yuri-ka!', and 'Better Red Than Dead' by winning Cultural/Conquest/Space from the same save, but while I get the unlocks for winning with that type of victory (cultural/conquest/space), the policy unlocks don't award.

It also happens with some basic achieves; for example, Peace and Prosperity (Begin a Golden Age) also hasn't popped, and I've had at least 10+ in the current game.

The only DLC I don't have is (in order on the store page), items 1, 3, 4, and the second last from the bottom.

What's going on here?

The lock design is related to DLC.
Basic silver lock - Base Civ V achievements
Heavy silver lock - Civ V DLC achievements
Bronze lock - Civilization V Gods & Kings achievements
Gold lock - Civilization V Brave New World achievements
American lock - Civilization V Civil War Scenario achievements
Red & green gold lock - Civilization V Scramble for Africa Scenario achievements

The Gold lock represents Brave New World achievements. You don't own Brave New World.

Once again, the achievements you listed are Brave New World achievements. If you don't have Brave New World, Brave New World achievements don't unlock.

Yeah, you need Brave New World to get Gold lock, American lock, and Red & green lock achievements.

Also, mods will disable most achievements. Besides that though, it's pretty much what TheGaleRider said.

Peace and Prosperity has issues if you trigger a golden age with a great person or social policy. Try to get five golden ages by happiness alone, and don't trigger it any other way.

In fact, I haven't ever started one with great people... last game I was up to over 20 GAs on happiness alone.

Settler mode for win? heh...

Thanks for the suggestion though; maybe next game it clicks.
