You have to set up artillery first.

I did man... I had like four artillery cornering a city and setted it up it can fire anywhere except the city -.-

artillery needs to be guarded by melee units... dont move single artillery around they will all die if not protected, also depending on what type it is some cannot fire over mountains or hills...

last thing if the city is empty, no garrison units in it then there is no point in shooting at it, just order a unit to go into the city and capture it.

any mods?

The city has to be in sight of one of your units -- any unit. (a spy in the city will work, or a nearby scout or caravel, etc...) What work really well is to use a knight, cavalry, or lancer. He moves within sight of the city, you bombard the city with your artillery or battleships, then he backs up so the city can't retaliate. When you knock the city health down to zero, he can capture it.

yup best bet, you couldn't see thye city, it was an obstructed shot, ie behind hills, or both.

Just a tip, if you select the artillery and press "b" you see a red border appear. All tiles within can be bombarded. If that isn't stretching out 3 tiles, you either can't see those tiles or are obstructed with forests, hills or a combination of those. If you don't even get to see the red border, you need to set up the artillery first :)

Many units like Siege are great because they can be setup by using the 'S' key and you will be able to shoot 2-3 tiles away , they do heavy damage to fortified cities and most units. Most range units cannot or are not good for actually taking the city... This where Melee units come into play and why horseback can be very useful (move multiple tiles).

Make sure the city is within line of sight of one of your units. Artillery may have a range of 3, but I don't think it has that large of a sight range. Best bet is to bring some melee soldiers closer to the city you wish to pummel.

Make sure the target is not in the fog of war and isnt behind any hills.

Artillery can hit cities, they're one of the best things in the game to do it with. I don't know what you mean by siege. Just waiting out side a city does nothing in civ. Also if you tried to run the artillery into the city thats not what they do. They are ranged units they set up before attacking and shoot from a distance
