Report a translation problem
I followed Rickeerd's solution to a point. Up through step 7. The first time I ran step 7 the DX11 and Tablet .exe files updated. The CivilizationV.exe did not. The CivilizationV.exe file didn't update in the next 1/2 dozen tries. That indicated to me that file may be the problem. Since I'm only going to be running the game in DX 10/11 I deleted the CivilizationV.exe file. Now it runs fine. Hope this may work for others also.

After removing the three executables you need to verify the files (to start from scratch), then you just need to keep on trying to launch the game. Verifying the files does not solve the issue, but it enables you to keep track of which files are being updated :)

Did you see that any of the files were being updated? Otherwise you could try to disable the read-only parameter in the Civ 5 folder, which seems to do the trick for some people
Okay, that is exactly what happened when I tried it the first time. What worked for me was copying these two files to a dfiferent folder and then verifying the game files again. Then I tried to launch the game a couple more times and eventually the Civ5 DX11 updated. I then copied the two other .exe files back into the Civ5 folder and it worked!
You're almost there. You could also try to launch the game with a different DirectX version, see if that works :)
Haha thanks, yeah I try to encourage people a little bit, because the updating process is completely random. For some people it works after 2-3 tries, but for others maybe 20-30. Just happy to help out!
OK, all three EXEs have finally been updated... But the game still won't launch and it still hangs on "updating executable".
