FIX launcher for "UPDATING EXECUTABLE"
FIX LAUNCHER FOR "UPDATING EXECUTABLE"

I will make it short and as simple as possible.

Try the SHORT FIX first

        
  1. In Steam (left upper corner), press: Steam -> Settings -> Downloads -> Clear Cache
    You will have to restart Steam. This will interrupt the "sync update" of the game.
    (The hidden folder "T2GP Launcher" in %appdata% and %localappdata% shouldn't be present, if they are present delete them.)
        
  2. Run Civ5


LONG FIX

Worked on 3 differnt PCs of mine (all Windows 11).

        
  1. (Clean Install) Uninstall the game and reinstall it
    [Integrity of the game files should be verified]
    [The hidden folder "T2GP Launcher" in %appdata% and %localappdata% shouldn't be present, if they are present delete them.]
        
  2. Don't start the game yet!
        
  3. In Steam (left upper corner), press: Steam -> Settings -> Downloads -> Clear Cache
    You will have to restart Steam. This will interrupt the "sync update" of the game.
  4. Once restarted steam, press "play" to start Civ5 and select "DirectX9", if you can, for the first launch in the Steam launcher.
  5. Game should run normally now.

You can now make the DIRECT LAUNCH, if you are playing with DirectX 10/11.
In advanced "Launch options" add this:
"C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\CivilizationV_DX11.exe" %command%

Windows 10

For me it was a similar fix. Mine though actually involved steam cloud. I never play with cloud saves activated. After clearing the steam cache and relaunching steam, global cloud save automatically turns on.

This got me wondering. I ensured cloud save was specifically turned on for Civ V and attempted to launch it from steam DX9 default. It got past the "updating executable" bit and continued on to start Civ V without issue.

I launched a few more times without fail. I then defaulted to DX10/11 launch in steam launch options and again it launched just fine.

Turned off global cloud saves, game continues to launch without problems. Tried launch from desktop icon; no problems there. Note: desktop icon defaults to DX9 unless you make the command line change in steam for DX10/11.

This might be a unique issue for my setup, but maybe it might be the case with others. The simple fix surprised me definitely.

I did the "Long Fix" described here and it seemly had no effect.

I found out that going to the game's local folder and running the executable myself with administrative rights finally allowed the program to rewrite its own .exe the way it wanted to.

Now the game works without any issue.

Only one solution worked for me: downloading a copy somewhere else, if you know what I mean, and requesting refund,
Doesn't work.

Guess we can't play this game anymore.
This didn't work for me, however after a bit of trial and error I managed to find a fix; I've posted it as a separate topic.
