Report a translation problem
For me it was a similar fix. Mine though actually involved steam cloud. I never play with cloud saves activated. After clearing the steam cache and relaunching steam, global cloud save automatically turns on.
This got me wondering. I ensured cloud save was specifically turned on for Civ V and attempted to launch it from steam DX9 default. It got past the "updating executable" bit and continued on to start Civ V without issue.
I launched a few more times without fail. I then defaulted to DX10/11 launch in steam launch options and again it launched just fine.
Turned off global cloud saves, game continues to launch without problems. Tried launch from desktop icon; no problems there. Note: desktop icon defaults to DX9 unless you make the command line change in steam for DX10/11.
This might be a unique issue for my setup, but maybe it might be the case with others. The simple fix surprised me definitely.
I found out that going to the game's local folder and running the executable myself with administrative rights finally allowed the program to rewrite its own .exe the way it wanted to.
Now the game works without any issue.
Guess we can't play this game anymore.
