I've had Steam & ALL games installed in a separate SSD drive for years, and experienced none of the recent launch/failure to update tribulations mentioned in these Civ5 threads.
I clean installed Steam, Civ V and DXsetup. The game would still not start from Steam.
I remembered a post which suggested to start the game from the desktop icon.
The screen went black, nothing for two minutes, so I hit the space bar and behold, the game launched. I have logged in and out and started the game numerous times since. Flawless.
Maybe this will work for you. I run Win 11, direct X 9 for the game.
1-Go to the installed folder, right click on properties, then you will see that the “read only” checkbox is checked, don't touch it yet.
2-Back to steam, run the game, it should show the update executable, then go back to the folder, uncheck “read-only” and apply the changes (remember this step needs to be done quickly)
3-Then the message in steam about updating the executable should change to directX update and auto update, and the problem should be solved
Do you have to do this every time you want to play the game?
