greece or rome?
who has the better start?

Depends on victory type you go for

Diplomacy, Greece

Culture, Rome

Science, Rome

Domination, Either works

Greece has nothing special early except some slightly stronger units. To get a bonus, you need to be a friend or ally with a city state. Their bonus will last you a bit longer compared to other civs, which doesnt really happen at the start of the game.

Rome will get a bonus when you have more cities, as they will finish the buildings faster (as long as they are finished in the capital, which is not always the case). They also have some stronger units, just slightly later than greece (but still in the early game.

I wouldnt really say that Rome is better for culture wins, as having a lot of votes in the congress can make your culture win much easier.
