Rome will get a bonus when you have more cities, as they will finish the buildings faster (as long as they are finished in the capital, which is not always the case). They also have some stronger units, just slightly later than greece (but still in the early game.
I wouldnt really say that Rome is better for culture wins, as having a lot of votes in the congress can make your culture win much easier.
