Going for a culture victory as Japan, really? Japan gets culture from fishing boats and atolls, but it's not designed to give them an edge for a culture victory, purpose of that culture is actually opposite. That fishing boat culture is designed to be a defence against culture civs, so you are not influenced too easily. It's not enough for culture victory by itself. Any victory condition can be won with any civ and without any bonuses, at least up to King or Emperor difficulty level though.
That all seems kind of a lost cause for him though. I'm about to become influential with all the other civs and Monty is nowhere near winning. He has no tourism or influence over anyone else. (I'm 83% influential over him). And all the while he's willing to put his country through a deficit of about minus 60 gold per turn because of it.
I also hope you are joking with the worst comment. They are no Poland and it is map dependent, but the growth potential is top tier, and the meta-game is all about fast growth regardless of victory condition.
