The theming bonuses may not seem huge, Alveolate, but if you happen to get them in all your culture buildings that can be another 22 tourism from the wonders alone, equivalent to 11 great works. Add in museums and the bonus gets significant indeed.
Even with the lowgrade inflicted to France...
It is worthwhile when combined with the other bonuses to tourism. As for getting the great works stockpile the writers/musicians for Globe Theatre and Broadway. Where you need great works from other civs either trade for them or go and capture AI cities and loot their great works.
Then you can have a city like this -

Edinburgh isn't perfect as I didn't get the Great Library or Parthenon and chose pagodas rather than cathedrals as a religious belief. I'm wondering if it is possible to get a city producing over 1,000 tourism?
