"Branch is locked in games without religion"

When I play any mod as long as I start in the in the "Industrial age" or any era beyond the Industrial age, I get this message on the "Piety" policy. Even if I do not use any mods and just set up a game. Is this intentional or a bug? If it is a bug can someone please tell me how to fix it?

Obviously piety doesn't work if you play the game without religion, which is disabled in games starting in the industrial era or later.

oh and, could I enable "Piety" in Industrial+ ? or will it require a mod?

You probably could somehow(Probably involving a mod anyway), but it wouldn't make any sense without a religion.
