Belgium
As I have no skills at modding, nor the skills for writing code, I was wondering if it would be possible for someone to create a mod making the Belgian civ from Scramble for Africa playable in the main game. Of course the capital would need changed to Brussels, and perhaps the city of Ghent could be added. Antwerp would be a good city for Belgium as well, but then the Antwerp city-state would need changed. Anyway, if anyone would be willing to do this it would be much appreciated by an unskilled complainer unwilling to do their own dirty work, such as myself. :/

Do you have any ideas for the UA, UU, or UB?

Well, I was thinking using the UU and UA from the Scramble for Africa scenario, and for the building I was thinking maybe the Rubber Plant, with some sort of boost to gold in the manner that Leopold II made a killing on selling rubber extracted from the Congo basin. Adding Brussels as capital and Ghent, and possibly Antwerp, would be the only changes to cities, as the ones in the Belgian Congo are more than sufficient for the remainder. Those are the ideas I have so far. Also using Leopold II as leader, he could be predisposed to warmongery, maybe.

Though I'm not Belgian, I could imagine a brewery as the UB and maybe a diplomatic feature for their UA as the European Union's headquarters are in Brussels, but the latter should perhaps rather be towards culture as the Dutch UA is geared towards diplomacy - in stead of a brewery it could perhaps be something like a weaving mill, a chocolate factory or a waffle bakery.

As I don't know too much about Belgian history, it's hard to put a specific trait forward regarding their UU, but maybe something concerning production, cause I know that the region in which Antwerp, Ghent and Brugge are situated was an economically dynamic region in the 15th and 16th centuries and probably still is today.

Please forget the balderdash I wrote earlier on, I'll leave the UU's features to somebody who knows a lot more about Belgium and her history than I do :o) ...

I've been giving it a lot of thought and here's what I have come up with.
Leader: King Leopold II
Ability: Rubber Trade
+2 gold per jungle tile worked
+1 production from plantations
Unit: Force Publique (replaces Rifleman)
Begins with woodsman promotion
No movement penalty for crossing rivers
Building: Rubber Plant (replaces Factory)
Maintenance cost reduced to 1 gold
Additional +5% production if city is adjacent to a Jungle tile
Cities: Brussels (Capital), Antwerp, Ghent, Boma, Leopoldville, Banningville, Elisabethville, Albertville, Stanleyville, Luluabourg, Costermansville, Jadotville.

I have geared these ideas towards Belgium's period as a colonial power. Historically the traits and abilities all fit well with that theme. Do you like the sound of this?

The most logical thing would be, that Belgium is part of the Dutch Empire/Civ ingame, because the period where the Dutch empire is based on (16th-18th century), Belgium mostly was part of my country.

But, and that's why I'm in this thread in the first place (and bumping it, sorry), why is Antwerp actually a city-state and not one of the cities foundable by the Dutch? Just like Brussels, Brugge, Gent, Leuven, Liege and all these other cities. Antwerp was even one of the major cities of the Dutch republic back in the days.

It slightly annoys me that I can only found nowadays Dutch cities and not the Belgian. Even Luxembourg could/should be included as a foundable city.
