i dont have the option to build a opera house

i need to build 3 opeara houses to unlock the hermitage and i only have the option to build a opera house in one of my territories and i have 3 territories. this is really frustrating is there a way to fix this?? maybe a mod that fixes this bug????

There's something else you have to build first. An amphitheater? I run into the same thing when I want to build a Hermitage and one city is lagging behind on culture buildings (I need opera houses in every city, but opera house isnt even on the list in that one because the prerequisite is not built yet)

In every city? to build a Opera house in a city that city needs an Amphitheater and to build an Amphitheater you need a monument.

When you highlight the hermitage it should say what city's are missing one.

Opera House requires that you have discovered Acoustics. To build an Opera House, you need an Ampitheater in the city, not just in one city.

Nothing requires you to build three of Sydney Opera House. Because that's impossible.
