I can't remember if it was different in vanilla (I don't think so) but basically I just talk to the city state > give gift > gift a unit > click a unit to give them (legit units will have their hexes highlighted)
There are a few exceptions. Some units you can't gift like scouts and workers.
Also note that if your unit is stacked with a worker, actually stacked with anything, it won't take. You need to move the unit off the worker/city/great person/etc.. and then gift it.
It also takes three turns to arrive unless you manually walked the unit to their territory
